IWMP - Monitoring, Evaluation, Learning & Documentation (MELD)
In Maharashtra Monitoring, Evaluation, Learning and Documentation (MELD) agencies are appointed at Agriculture Division for Batch I , II , III and IV projects and also for projects under Batch V if extended. The period of working of MELD is of 5 years VWDA,WCDC and PIA’s have their own methods of internal monitoring, however external agency like MELD is necessary for unbiased, professional and concurrent monitoring and evaluation of the project processes, output and outcomes. The will help our programme for timely mid course correction. Dilasa Janvikas Pratishthan, NGO working in field of watershed since last 16 years has been appointed as MELD for Nasik Agriculture Division. Dilasa MELD will remain supportive of learning among various stakeholders including primary users of the project through facilitating information collection, analysis and helping decision making for PIAs and WC levels. Dilasa has started the functioning in two simultaneous activities : a)Setting up of teams for MELD b)Defining approach and methodology for the tasks to be done by MELD.
Evaluation of GSK programme – CSR, MCX-Mumbai
Dilasa has conducted an impact evaluation on “Various interventions undertaken by Multi Commodity Exchange of India Limited (MCX) under Gramin Suvidha Kendra (GSK) Programme”. The programme was implemented in four states in India; Maharashtra, Madhya Pradesh, Gujarat & Uttar Pradesh. Stratified sample selection, 100% representation of centres, 100% representation of activities and use of Kobocollect mobile app for quantitative data collection are specific features of the evaluation. The evaluation report focused on the impact of programme in socio-economic situations of the beneficiaries with detailed analysis behind success or failure of each activity in each centre. Recommendations given are based on field experience of Dilasa and also based on need assessment of beneficiaries which have been well accepted by MCX. A precise action plan has also been suggested to ensure best use of resources with more effective outcome.
SRO under IWMP
Dilasa has been appointed as State Resource Organization (SRO) through competitive bidding process in the state and ranked with excellent score among all applications. Working as SRO since April 2010 for 14 districts in Aurangabad and Nagpur Divisions. Dilasa is having 12-15 years of experience of capacity building programme in various projects and have a lot of experienced persons in various fields like, watershed Development, Livelihood, Agriculture, Dairy development, Self Help Groups and women empowerment etc. Dilasa has its own training infrastructure in Aurangabad.
Presently, from April 2014, Dilasa is working for 3 districts of Amaravati Agriculture Division partly appointed for districts Akola, Washim and Buldana. The resource persons from Dilasa delivered lectures on livelihood development, social mobilization, agriculture management and Agri. Engineering. We have built-up the capacity of approximately 900 WDTs, Agriculture Supervisors, Agriculture Assistants from 3 districts (Akola, Washim and Buldana).
Impact Monitoring of CNBs
Dilasa is selected for the said assignment by going through process of technical and financial bidding As the part of concurrent impact evaluation, Dilasa Janvikas Pritisthan, Aurangabad has presented final report supporting to six quarterly reports with final draft report of construction of Cement Nala Bund in series in Parner taluka of Ahamadnagar district. The govt. of Maharashtra through water conservation department has constructed about 1500 CNBs in 15 talukas of six districts namely Sangali, Satara, Solapur, Pune, Ahmadnagar and Osmanabad which are become functional from June 2013. It was proposed to have an independent impact monitoring for these CNBs on the basis of certain technical and socio-economic parameter. In 2012-14 to overcome the problem of drought like situation in state of Maharashtra, the department of water conservation, mantralaya, Mumbai, based on survey conducted under the aegis of Ground Water Survey and Development Agency (GSDA), Pune, in 15 talukas, where ground water level observed below two meter, an important programme had been implemented of constructing Cement Nala Bund (CNB) in series. For the said programme provision of budget was made of Rs.150 crores.
RIDF - MELD
The Department of Agriculture is participating under RIDF programme financed by NABARD (90% Share by NABARD in shape of loan & 10% State Share up to Trenche-VII and onwards 95% share by NABARD and 5% State Share) since 1995-1996 and brief details of minor irrigation projects executed under various trenches are as under. On the basis of the experience in MELD for Nasik Agriculture Division, Dilasa implemented under RIDF programme for Agriculture Dhule regarding the activities of concurrent monitoring, community based monitoring, progress monitoring, baseline studies, case studies, thematic studies, impact assessment and work phase evaluation for cluster of TE-67 in Dhule district.
Evaluation work of Watersheds under DPAP/IWDP Hariyali in Jalna District
Evaluation study of watershed structures is done for the watershed whose project implementing period was 2003-2011 in Jalna district of Maharashtra region. Under this evaluation works, Ambad, Jafrabad, Badnapur and Jalna block of Jalna district, it includes total 39 watersheds. As per guidelines provided by Project Director DRDA. Sample structures were selected randomly in every taluka. 25 to 30% work has been evaluated and the remaining records were taken from watershed committee. With the extensive experience in watershed, the systematic approach was given i n methodology of the evaluation assessment of Hariyali/ DPAP scheme. Evaluation team of Dilasa has collected data in two phases, Primary data and Secondary data. Dilasa collected Primary data by visiting sites, discussion with beneficiaries. After the successful evaluation, batch wise watershed evaluation reports are prepared and submitted to Jalna district office and Mantralaya Mumbai.
RKVY Evaluation
Dilasa has appointed as a third party evaluator agency through online technical bid for RKVY scheme. Evaluation & Impact Assessment Study of Projects undertaken Rashtriya Krishi Vikas Yojana (R.K.V.Y.) will be done as a third party evaluator of the aforementioned 20 projects in infrastructure and 20 projects of production and growth in terms of: impact, outcome, meeting of objectives, meeting of targets and socio-economic impact (parameters- increased income, improved demography, impact on livelihood). Under this programme Data collection, Data analysis and Findings, etc. activities are covered.
